Finances:
General Managers are held responsible for managing their own banks! If you do not claim any GM cash there is not a penalty but you will be at a big disadvantage. You can possibly receive a penalty of a draft pick forfeiture as that is typically the 2nd punishment the league office will hand down if insufficient funds are in your GM banking account and a penalty is handed down.
Revenue:
Merchandise-For every win your team gets you get $1m
Attendance- Each home win your team has you get $1m
NOTE: This pretty much means home wins are 2x the GM cash, you will get BOTH the $1m from merchandise for each W as well as the $1m for each home W.
Salary Caps and Luxury Tax:
NOTE: These numbers will increase each off season.
We will start in the 2004-05 season with a salary cap of $58.935m ($58,935,000)
The league will also enforce a luxury tax threshold at $78.525m ($78,525,000)
Beyond the luxury tax threshold a hard cap will be set at $94.425m ($94,425,000)
Teams that are over the luxury tax threshold at the end of the season will be fined $2m for every $1m they are over. If insufficient funds are available in the GMs bank draft pick forfeiture will be the next step. If the team does not hold a 1st round pick in that off seasons draft the league reserves the right to disable the team from earning GM cash for a time period they see fit.
If at any point your team goes over the Hard Cap you will forfeit your 1st round pick and be fined $20m in GM cash PER DAY until you are back under the hard cap! You will still be subject to Luxury Tax threshold penalties after the season as well!
*Hard Cap penalties will be enforced at the All-Star Break of the 2004 season (Season 1).
Free Agency:
If a team is over the cap they can still bid on the Free Agent market in the off season using a Mid Level Exception or a Low Level Exception. Each team has 1 of each!
MLE= 4.5 million for 1 year
LLE= 1.2 million for 1 year
Bird year rights:
If a team has 1 or 2 bird years they can offer a players 120% of their previous salary, 3 years means a team can offer the full max with 7 years and 12.5% increase.
Unrestricted free agents:
Players can go wherever they decide and can be be offered the same amount by everyone including the team that previously had rights to their contract.
Trades:
Trades are typically the main source of player movement and transactions. If teams are over the salary cap trades have to match financially. Salaries on both sides must be equal or within 115% of each other. No 'cutbacks' as a workaround to this either. You may not trade draft picks more than 1 year past what the roster page shows! So for the first season you you cannot trade a draft pick beyond 2008!
Amnesty Cut:
Since you are acquiring a team that you did not agree or offer all the contracts on the roster you will be granted an Amnesty Cut. Once you use an Amnesty Cut then that's it your done. You can trade your Amnesty Cut if you wish. After a player has been Amnesty Cut teams can then bid on the player and the highest Total Value of a contract that is bid will be awarded the player (I.E. 2 years at $5m is higher than 3 years at $3m in Total Value). A team cannot go over the Hard Cap to acquire a player that has been Amnesty Cut. If a player is Amnesty cut AFTER the trade deadline in 2006 (Season 1) the player will NOT be up for Amnesty bidding but will be placed in Free Agency and cannot be signed until Free Agency and NO BIRD RIGHTS will be awarded!
*Amnesty Cuts must be used before the 2005 ATR Draft.
